蒙代尔来信:强力支持中国提出的建立国际货币体系的建议

按:在我和罗蔚年先生的合著《钱的死循环》即将出版之际,我们写信请蒙代尔教授给中国的读者讲几句话。蒙代尔教授回信了。这封信非常重要!信中阐述了很多不为人知的理论见解,最后表示对中国提出的建立国际货币体系的建议表示强力支持。

亲爱的爱民

谢谢你的来信。

  你说整个社会的生产力是保持现代纸币的信用和信心的重要平衡部分,这是对的。生产力越高,就会有越多的货币需求,也就可以印刷越多的钞票而不会导致通货膨胀。

  伟大的货币象征着伟大的国家。货币的盛衰代表着国家的盛衰。纵观历史进程,伟大帝国的崛起,使它们的货币也变得妇孺皆知并被全世界所广泛使用。一旦国家在生产力和安全保障上失去了它的强盛,它们的货币的重要性也就减弱了,同时失去了全球的意义。

  如同阿拉伯世界的第纳尔和迪拉姆那样,波斯、希腊和罗马的货币在它们那个时代是很重要的。在中国,强盛的唐朝有可能最早使用纸币。元朝忽必烈汗的纸币遍及他的帝国所扩张之处,如同世界已经见到的那样强盛。这让马可波罗非常吃惊。但是,通货膨胀的诱惑太大了,最终元朝忽必烈汗的纸币失去了信用。接着,到了明朝,就退回到了金属货币,清朝也是一样。

纸币是一种不可思议的发明,但我们仍然没有学会如何适当的管理它。(党爱民注:金属货币制度或现代以实物抵押发行信用货币的制度,虽然可以保证不会过多发行货币,但却不能保证少发货币。货币注入口的选择,关系到货币发行成功的关键。供给不足时,可以选择投资作为货币注入口,而需求不足时,理应选择消费作为货币注入口。)今天中国的伟大之处,在于最近它的高度的货币信誉与令人惊讶的生产力的增长率的结合。这种生产力的增长率,可与历史上任何国家相比。

对一个国家的有利的东西,对整个世界会更加有利。但很难通过谈判找到一个对大家都有利的政策规则。中国提出要研究为全球经济创造真正的国际货币。我要为中国在G-20会议上的这个提议叫好喝彩三声。

  我叫党爱民,是一名中国经济学者,是广州求心经济研究所的主任。我于2004年在《过剩经济学》(广东经济出版社)中提出中国可以由中央政府给公众平均发钱来解决国内需求不足的问题。2006年2月13日,您访问人民日强国论坛时,我曾经用网名dammos向您请教过这个问题。我问了三个问题:“维持现代纸币信用的基础是什么?是黄金、是美元、还是政府财产、或者其他东西?我们认为是全社会的生产力,这种看法对吗?”

  这次全球金融危机爆发后,您于去年底和今年初先后两次来中国演讲,建议中国拿出1万亿人民币给全民发消费券,以提振国内消费需求,同时建议美国也可以这样做。2008年12月,我及其他中国经济学者共10人再次呼吁给中国人每人发1000元消费券,以扩大国内消费需求,各大纸和网络媒体对此都作了道,紧接着《证券日》花费了整整一个头版版面,论述给中国人每人发1000元的重要性和可行性。目前,已经有中国广东东莞市、浙江杭州市、四川成都市先后给本地居民发放了小额度的消费券。发消费券的建议,已经成了当今中国理论辩论和政策研究的重点。

  现在,我把这几年在该领域的研究文章整理成一本书,准备出版,书名是《钱的死循环》,和另一位来自美国的经济学家罗蔚年合著。我们还准备把我们的研究成果提交给第13届全球基本收入网络大会(巴西圣保罗,2010)。我们的核心观点是:维持现代信用货币的物质基础是全社会的生产力。如果有闲置的生产力,就可以发行货币,使闲置生产力得到有效利用,这样做不仅不会导致通货膨胀,还会使社会真实产出增加。我们认为,今天的金融危机,其实质是一场债务危机。因此,向市场注入大量流动性的措施是无法解决问题的。如果免费发放消费券(或现金),这些钱会迅速转化为居民收入、进而转化为企业利润,这样将有助于缓解家庭及企业的债务负担,从而化解这场金融危机。

Thank you for your nice letter.
  You are right that the productivity of the entire society is an important part of the equation for maintaining the credit of and confidence in a modern paper currency. The higher the productivity, the greater the demand for currency and the more of it can be issued without creating inflation.
  Great currencies are identified with great nations and they also rise and fall with great nations. Over the course of history great empires have sprung up and their currencies have become know and used over much of the world. When the countries lose their greatness in productivity and security, their currencies diminish in importance and lose their global significance.
  The Persian, Greek and Roman currencies great in their day, as were the dinars and dirhams of the Arab world. In the greatness of Tang Dynasty China there appeared the first use of paper currencies. The paper currency of Kublah Khan spread over an Empire as great as any the world had yet seen and Marco Polo was amazed at it, but the temptation of inflation was too great and it was finally discredited and the next, Ming dynasty went back to metals, as did the Qing.
  Paper currency is a marvellous invention but we still haven't learned how to manage it properly. What is great about China's recent history is that it has managed to combine a high degree of currency integrity with the most spectacular productivity growth rates known to any nation in history.
  What is good for one country can be even better for the world. But it is hard to find the right political formula for negotiating it. Three Cheers for China's proposal for the G-20 to study ways to create a truly international currency for the global economy.

How do you do!
  My name is Aimin Dang, a Chinese independent economist, the director of Guangzhou Qiuxin Economics Institute. I am the first one in China to suggest the central government solve inadequate domestic demands by equally distributing money to its citizens as early as 2004 in my book, “Surplus Economy” (Guangdong Economy Publishing House).
  On February 13th, 2006, when you visited the Forum for National Reinforcement of People’s Daily, I consulted you about this issue with my network name as dammos. I asked you three questions: “what is the foundation for maintaining the credit of modern paper currency Is it gold, US dollar, government property or any others In my opinion, it is the productivity of the entire society, is this opinion right”
  During this global financial crisis, you gave a speech in China at the end of 2008 and also in the beginning of 2009. You suggested that China shall issue consumption ticket to the entire people with total RMB1000 billion yuan for promoting the domestic consumption demands, and suggested that America shall also do that.
  In December, 2008, I, together with other 9 Chinese economists, appealed again to issue RMB1000 yuan consumption ticket (like food stamps in USA) to each of Chinese people for expanding the domestic consumption demands, which had also been widely reported by the newspapers and websites in China. Since then, “Securities Daily” discussed the importance and feasibility of issuing RMB1000 yuan to each of Chinese people with a whole front page. Currently, Dongguan City of Guangdong Province, Hangzhou City of Zhejiang and Chengdu City of Sichuan have issued small amount of consumption ticket for local residents. And the suggestion of issuing consumption ticket has become a hot topic of economic debate and the focus of the research for establishing such a policy soon.
  Now, I’m sorting the theses in this field researched by me in recent years for a book publication,in the title of, “Vicious Cycle of Money”, with another economist, William Luo, who is from the USA. We will present our research in The 13th BIEN Congress, which will be held in São Paulo, Brazil, June/July 2010. Another purpose of this book is to educate our Chinese people of this theory.
My core point is: the material foundation for maintaining the credit of modern currency is the productivity of the entire society. If there’s unused productivity, currency can be issued for effectively utilize the unused productivity, which will increase the real output of the society instead of causing inflation In our opinion, the financial crisis today actually is the crisis of debt Therefore, the problem can’t be solved by just invest a lot of active capitals into the market. Instead, my solution is, if the consumption ticket (or cash) is issued, the money will be the actual income of residents, and then it will quickly transfer into the profit of enterprises through the consumption of the residents, which may relieve the debt of families and enterprises, thus solving this financial crisis.   I’m writing this letter to you and hope that you may give us some comments and opinions related to consumption ticket to Chinese readers so that Chinese people can hear your voice about this issue again. Chinese people will always remember you and your great ideas because you are the number one international advocate for low economic status Chinese people in this matter.
